Establishes that promotions covered by collective bargaining agreements in effect on the act's effective date must comply with the promotion procedures, notwithstanding other exemptions.

Defines "promotion" to include appointments to ranks covered by collective bargaining agreements and ranks that previously required examinations before January 1, 2002.

Maintains exemptions for temporary appointments under 180 days, chief executive officer positions, and certain administrative ranks with specific staffing limitations.
