Moves the Registered Surgical Assistant and Registered Surgical Technologist Title Protection Act from repeal on January 1, 2024 to January 1, 2029 to allow continued regulation of these professions.

Adds new Section 12 requiring all applicants and registrants to provide valid mailing and email addresses to the Department, with notification of changes required within 14 days.

Updates the definition of "registered surgical assistant" to reference the National Commission for the Certification of Surgical Assistants instead of the National Surgical Assistant Association.

Allows the Department to serve notice by email if a party previously designated an email address for that specific administrative proceeding, in addition to mailed notice.

Makes technical corrections including updated references to the Secretary rather than Department for certain decisions, removal of gender-specific pronouns, and clarification that exhibits in judicial review proceedings are certified without cost.
