• Expands funding sources for human services agencies in the loan repayment program to include those receiving funding from or grant-funded by State agencies, in addition to those with contracts.

• Removes the 4-year cumulative maximum grant limit for applicants, allowing potentially longer assistance periods.

• Authorizes the Illinois Student Assistance Commission to grant preference to applicants based on need or income levels.

• Clarifies eligibility requirements to specify that applicants must have been full-time employees for 24 consecutive months and the agency must currently have or have had appropriate State funding during that tenure period.

• Effective July 1, 2023.
