Illinois Law Enforcement Training Standards Board must adopt uniform rules within 60 days establishing a waiver process for officers trained in other states or under federal law who seek to work in Illinois.

Officers with out-of-state training must successfully complete: (1) Board-approved coursework on Illinois law relevant to law enforcement duties, (2) firearms training, and (3) an equivalency certification examination before receiving a waiver.

Agencies seeking reciprocity waivers for out-of-state trained officers must conduct thorough background checks and verify the officer's prior training; officers then receive an equivalency certificate.

Emergency rulemaking authority is granted to expedite implementation of the waiver process, with this emergency authority repealing one year after the effective date.

Changes apply to both full-time law enforcement and county corrections officers (Section 8.1) and part-time law enforcement officers (Section 8.2) under the Illinois Police Training Act.
