• Amends the Illinois Procurement Code to allow public institutions of higher education to enter into contracts exceeding 10 years but not to exceed 35 years when financing or refinancing real or personal property through certificates of participation or bonds.

• Maintains the standard 10-year maximum contract duration for other state contracts, with specified exceptions for dark fiber networks (20 years) and energy conservation programs.

• Requires contract extensions or renewals costing over $249,999 to be filed with the Procurement Policy Board and Commission on Equity and Inclusion, which may object within 14 calendar days and request a hearing.

• Prohibits contract renewal if a vendor fails to meet minority and women business enterprise utilization goals unless the state agency determines the vendor made good faith efforts toward meeting those goals.

• Requires the chief procurement officer to maintain and publicly post a searchable database of waivers granted for vendors not meeting utilization plan goals, updated periodically and searchable by contractor name and contracting agency.
