Expands the Clinical Trial Participation Program Act to cover all clinical trials, not just cancer trials, including trials for cardiovascular disease, infectious disease, mental health, and rare diseases.

Establishes that reimbursement of ancillary costs (travel, lodging, parking, tolls) to clinical trial subjects does not constitute undue inducement, coercion, or undue influence.

Requires independent third-party organizations administering the program to reimburse subjects based on financial need, including those with income at or below 700% of the federal poverty level.

Permits reimbursement of reasonable ancillary costs for one family member, friend, or support person accompanying a subject to a clinical trial.

Clarifies that institutional review boards must approve reimbursement at trial sites, but independent third-party organizations need not obtain IRB approval for determining financial eligibility of medically eligible subjects.
