IL SB1780

Amends the Procurement of Domestic Products Act to define "manufactured in the United States" as: (1) products mined or produced in the U.S.; (2) assembled articles with design, final assembly, or processing occurring in the U.S. AND domestic components exceeding 50% of total component costs; or (3) commercially available off-the-shelf items.

Changes the price exemption threshold from "unreasonable amount" to a specific 12% or more price difference, allowing purchases of foreign-made products only when U.S.-made alternatives cost 12% or more.

Requires purchasing agencies to obtain a written waiver from the chief procurement officer before using the 12% price difference exemption.

Adds definitions for "component" and "cost of components" based on the federal Buy American Act of 1933.

Takes effect immediately upon becoming law.
