Establishes a Fleet Electrification Incentive Program administered by the Illinois Environmental Protection Agency to provide $200,000 grants per electric Class 6, 7, or 8 truck purchased or leased by fleet owners in Illinois.

Requires applicants to be Illinois-domiciled fleet owners with trucks registered in Illinois or under the International Registration Plan, with leases requiring a minimum 36-month term.

Gives priority to applicants with collective bargaining agreements and may prioritize applications based on potential pollution impact in environmental justice communities.

Requires grant recipients to retain ownership or use of incentivized trucks for at least 60 months, prohibits resale or sublease for financial gain within 60 months, and mandates participation in annual surveys tracking mileage, energy consumption, and emissions reduction.

Allows fleet owners to submit one application per eligible diesel truck replaced, with deployment required within 24 months and project completion within 36 months of grant approval; permits scrapping of diesel trucks from 2009 or older models.
