Extends the carryforward period for unused Economic Development for a Growing Economy (EDGE) tax credits from 5 years to 10 years, with intent to apply this extension to all credits not yet expired as of the effective date.

Allows credit recipients to request a certificate of transferability from the Department of Commerce and Economic Opportunity and transfer or sell unused credits to other Illinois taxpayers.

Requires transferors to notify the Department of Revenue within 30 days of any credit transfer or sale, including specified information about the transferor, transferee, credit amount, and agreement details.

Specifies that transferred credits retain their original grant date for carryforward period calculation and that the Department of Revenue can disallow or recapture improperly transferred credits from the transferee, with the transferee's recourse limited to claims against the transferor.
