Establishes the Illinois Flag Commission to develop new state flag designs and recommend whether the current state flag should be replaced.

Commission consists of 27 members including the Secretary of State (Chair), 3 Governor appointees, 4 appointees each from Senate President, House Speaker, Senate Minority Leader, and House Minority Leader, plus the State Superintendent of Education and Illinois State Museum Board Chairperson.

Commission must establish redesign goals, create a public website with flag history and design submission options, conduct a public awareness campaign, and select no more than 10 proposed designs by September 1, 2024.

Commission shall submit a written report to the General Assembly by December 3, 2024, describing submitted designs, the review process, selected finalists, and recommendations on whether to retain or replace the current state flag.

The Commission is repealed on January 1, 2026, and members serve without compensation but may receive per diem for meal, travel, and lodging expenses.
