• Requires applicants to be able to establish eligibility through enrollment proof in other state and federal assistance programs, with the Department coordinating program databases to minimize documentation requirements.

• Mandates electric and gas utilities contribute 5% of net operating income annually to the Supplemental Low-Income Energy Assistance Fund beginning January 1, 2024, for 10 years.

• Requires energy providers receiving fund payments to prevent disconnecting customers while their assistance applications are pending.
