SB1858 - Fund the Police Act Summary

• Creates the Fund the Police Grant Fund as a special fund in the state treasury with a continuing annual appropriation of $125,000,000 from the General Revenue Fund beginning each fiscal year.

• Authorizes the Illinois Law Enforcement Training Standards Board to make grants to local government units for hiring, retaining, and providing incentives to law enforcement officers; body camera programs and equipment; additional training; community policing; mental health services for inmates and officers; and public safety equipment to prevent gang violence, vehicle theft, carjacking, and contraband sales.

• Prohibits moneys in the Fund the Police Grant Fund from being appropriated, assigned, or transferred to any other state fund.

• Requires the Board to establish rules for grant distribution and eligibility requirements, with consideration given to compliance with the Uniform Crime Reporting Act when awarding grants.

• Allows the Governor and General Assembly to reduce annual transfers below $125,000,000 only upon written declaration or Joint Resolution stating the reason for the reduction, with subsequent years requiring at least the prior year's amount unless similarly justified.
