SB1863 Summary

• Amends the Unified Code of Corrections to add a new aggravating sentencing factor for crimes of violence committed against licensed health care professionals or employees in hospitals, ambulatory surgical treatment centers, physician's offices, or other medical facilities.

• Courts must accord weight in favor of imposing imprisonment or imposing more severe sentences when the offense is a crime of violence against a health care worker committed in or on the grounds of a medical facility.

• Adds definitions for "ambulatory surgical treatment center," "crime of violence," "hospital," and "licensed health care professional" (including physicians, nurses, clinical psychologists, and physician assistants).

• Changes terminology from "accident" to "crash" in an existing sentencing factor related to hit-and-run offenses resulting in death.
