Service Boards cannot enter into contracts or contract amendments to purchase buses that are not zero-emission buses for their transit fleets after the bill's effective date.

Defines "zero-emission bus" as a bus designed to carry more than 10 passengers, powered entirely by electricity or hydrogen fuel cells, with an operating range of at least 100 miles and maximum speed of at least 55 mph, excluding taxis.

Defines "zero-emission vehicle" as a fuel cell or electric motor vehicle manufactured commercially for public roads, with an operating range of at least 100 miles that produces only water vapor and heat as byproducts.

Amends the State Mandates Act to exempt the implementation of this requirement from state reimbursement obligations.

Takes effect immediately upon becoming law.
