IL SB1875

Amends the Illinois Administrative Procedure Act to require agencies to accept rulemaking submissions in writing, including by email or other publicly accessible electronic means through their website, with oral submissions permitted at agency discretion.

Requires agencies to specify in the Illinois Register notice which submission methods (written, email, website, or oral) they will accept for proposed rules, emergency rules, and peremptory rulemaking.

Adds email address and contact information requirements to regulatory agenda summaries and notices of adopted rules published in the Illinois Register.

Amends the Uniform Electronic Transactions Act to require the Department of Innovation and Technology and Secretary of State to adopt administrative rules within 6 months specifying standards for electronic records and signatures used by governmental agencies.
