Testing facilities in Illinois are prohibited from conducting toxicological experiments on dogs or cats unless the experiment is for medical research or required by federal agencies (FDA, USDA, EPA) for drug, device, biologic, pesticide, or chemical approval.

Testing of veterinary products intended for beneficial use in dogs or cats is exempt from the prohibition.

The Attorney General or State's Attorney may bring civil enforcement actions against violating testing facilities, with penalties up to $5,000 per day for each animal used in violation, plus court costs and attorney's fees.

Alternative test methods are defined to include non-animal or animal-reducing approaches such as high-throughput screening, in vitro studies, and systems biology validated by recognized bodies.
