IL SB1886

Amends conditions of probation and conditional discharge to prohibit ordering persons to refrain from cannabis or alcohol in their body unless they are under 21, convicted of an offense involving intoxication, in a problem-solving court, underwent clinical assessment recommending abstinence, or participating in certified treatment.

Allows courts to temporarily order alcohol abstinence (up to 30 days) if alcohol was a contributing factor to the offense, pending completion of a validated clinical assessment.

Prohibits ordering persons on probation or conditional discharge to refrain from lawfully prescribed medications or medical cannabis authorized under the Compassionate Use of Medical Cannabis Program Act.

Requires courts to state the reasonable relation between any cannabis or alcohol testing condition and the person's underlying crime.

Ensures indigent persons are not assessed costs or fees for mandatory drug or alcohol testing.
