SB1895 Summary

• Requires Illinois public universities (University of Illinois, Southern Illinois University, Chicago State, Eastern Illinois, Governors State, Illinois State, Northeastern Illinois, Northern Illinois, Western Illinois) and community colleges to provide free rental of all coursework materials beginning July 1, 2024.

• Coursework materials include digital and non-digital textbooks, workbooks, required software, computer disks, website access, and electronically distributed course materials.

• Eligibility limited to students who are Illinois residents, graduated from an approved Illinois high school, are enrolled for the upcoming semester or term, and have not previously earned a bachelor's degree or 135 credit hours (or associate's degree or 60 credit hours for community college students).

• Applies to all eight public universities and community colleges throughout Illinois under a unified free course materials requirement.

• Takes effect immediately upon becoming law.
