Requires each public institution of higher education in Illinois (except community colleges) to install at least one wellness kiosk on campus in an area accessible to students on weekends and after class hours.

Community college districts must install at least one wellness kiosk accessible during class hours.

Wellness kiosks must stock FDA-approved emergency contraception at a reduced/discounted price, along with other wellness products including prophylactics, menstrual products, pregnancy tests, and nonprescription drugs.

Establishes product quality standards requiring items be in original, tamper-proof, unexpired packaging and stored according to manufacturer specifications.

Requires kiosks to display owner identification, a toll-free customer service number, and a warning to check product expiration dates before use.
