Requires the Department of Healthcare and Human Services and managed care plans to cover mental health and substance use disorder treatment delivered via telehealth services under the medical assistance program.

Prohibits requiring in-person contact before telehealth services, documenting hardship for telehealth coverage, mandating telehealth use when inappropriate, geographic restrictions, or more stringent requirements than in-person services.

Establishes that cost-sharing for telehealth behavioral health services cannot exceed the cost-sharing for the same services delivered in-person.

Requires reimbursement of telehealth behavioral health services at the same rates and manner as equivalent in-person services.

Allows behavioral health care professionals and facilities to determine appropriate telehealth sites and technology platforms provided they comply with federal and state privacy, security, and confidentiality laws.
