IL SB1922

Creates the Township Inspector General Article in the Township Code to establish an independent entity for investigating allegations of incompetence, neglect of duty, malfeasance, corruption, and official misconduct involving township officers, local officials, employees, agents, vendors, and others doing business with townships.

Establishes a 9-member Township Ethics Commission appointed by the Governor with Senate advice and consent, with 4-year terms, to oversee investigations and conduct hearings on alleged violations.

Creates the Office of the Township Inspector General, appointed by the Governor with Senate consent for a 5-year term, requiring a bachelor's degree and 5+ years of cumulative experience in law enforcement, prosecution, or senior management.

Grants the Township Inspector General authority to receive complaints, conduct investigations, issue subpoenas, and file complaints with the Township Ethics Commission through the Attorney General upon finding reasonable cause of violations.

Requires the Township Ethics Commission to make public the records and decisions of proceedings concluding a violation occurred, with redactions for witness/complainant identities, and mandates quarterly reporting to the Commission by the Attorney General on complaints received and determinations made.
