• Amends the Illinois Pension Code Section 7-139 to allow sick leave days from multiple employers to be credited toward retirement, provided the total creditable service does not exceed the established limitation, with sick leave from the last employer considered first.

• Modifies School Code Section 3-2.5 to establish uniform salaries for all regional superintendents of schools effective July 1, 2023, with compensation equal to the middle annual salary tier regardless of region population.

• Changes School Code Section 3-12 to require regional superintendents to post institute fund accounting reports on the regional office of education's website by January 1 each year instead of publishing in newspapers or posting in school buildings.

• Repeals School Code Section 3-3.

• Adds Section 8.47 to the State Mandates Act to exempt this act from state reimbursement requirements for implementation costs.
