Amends the School Breakfast and Lunch Program Act to change state reimbursement requirements for free meals provided by school boards.

Changes reimbursement from "$0.15 or the actual cost, whichever is less" to "not less than the actual cost" for each free lunch and breakfast supplied.

Modifies how federal contributions are considered in the reimbursement calculation, changing from "in addition to" federal funds to "taking into consideration" federal funds.

Applies to school boards and welfare centers operating free or paid breakfast and lunch programs serving students in nonprofit public or private schools.
