IL SB1935

Amends the State Property Control Act to add minority-owned businesses and qualified veteran-owned small businesses to the list of entities that can purchase state property at appraised value before general public sale.

Requires the administrator to offer transferable property first to municipalities, counties, school districts, charitable organizations, minority-owned businesses, and veteran-owned small businesses before conducting public auctions.

Allows state agencies to transfer withdrawn library materials to other state agencies, universities, public libraries, library systems, and non-profit organizations without following standard property disposition requirements.

Permits state agencies to sell withdrawn library materials at book sales or to book dealers, with revenues retained for purchasing additional library materials.

Authorizes law enforcement directors (Illinois State Police, Natural Resources, Secretary of State Police, and State Fire Marshal) to dispose of service firearms and badges issued to retiring or separating officers as specified in their respective statutes.
