Requires all public officers and members elected or appointed after the bill's effective date to complete an 8-hour continuing education program on macroeconomic and microeconomic theories within 2 years of taking office, then every 2 years thereafter.

The Illinois Council on Economic Education at Northern Illinois University shall develop and the Illinois Community College Board shall approve the continuing education curriculum, with officers/members bearing the cost.

Exempts officers or members currently licensed by the State in a financial field who are already required to take continuing education in accounting, economics, or finance.

Imposes administrative fines on officers or employees who fail to timely complete the program and bars them from future election or appointment to public office if they do not pay fines and complete the education requirement.

Requires candidates to state in nomination petitions and candidacy statements that they are not barred from being elected or appointed due to violation of the continuing education requirement.
