Defines "low-speed electric scooter" as a device weighing less than 100 pounds with 2-3 wheels, handlebars, and floorboard, powered by electric motor and/or human power, with maximum speed of 10 mph.

Exempts low-speed electric scooters from vehicle title and registration requirements under the Illinois Vehicle Code.

Operators of low-speed electric scooters are exempt from Illinois driver's license requirements if operating in accordance with Section 11-1518.

Municipalities, park districts, forest preserve districts, conservation districts, and the Department of Natural Resources may authorize and regulate low-speed electric scooter operation on highways, sidewalks, trails, and public rights-of-way where bicycles are permitted.

Establishes operational restrictions: operators must be 18 or older, cannot operate on highways with speed limits exceeding 35 mph or on State highways, must maintain proper brakes and lighting, cannot carry packages preventing handlebar control, cannot carry multiple passengers, and cannot operate while under the influence of alcohol or drugs.
