IL SB1964

Establishes a 6-month implementation period for any medical assistance program coverage benefit change or reimbursement methodology change enacted by the General Assembly or implemented through administrative rule, effective January 1, 2024.

Requires the effective date of changes to fall on either January 1 or July 1, whichever occurs first after the 6-month implementation period ends.

Mandates the Department of Healthcare and Human Services and Medicaid managed care organizations publish the applicable effective date on their public websites at least 120 days before implementation.

Exempts scheduled periodic rate updates, federally required updates, and updates from the Centers for Medicare and Medicaid Services from the 6-month implementation requirement.

Requires scheduled and periodic rate updates to be published on the Department's public website at least 30 days prior to taking effect.
