Creates new offense of domestic assault under Illinois Criminal Code (720 ILCS 5/12-3.1-5), defined as knowingly engaging in conduct that places a family or household member in reasonable apprehension of great bodily harm, permanent disability, or disfigurement without lawful authority.

Establishes mandatory 72-hour minimum contact and residence restriction order upon defendant's release from custody pending trial, requiring court to order defendant to refrain from contact or communication with victim and from entering or remaining at victim's residence.

Classifies domestic assault as a Class A misdemeanor offense.

Defines "family or household member" by reference to Section 112A-3 of the Code of Criminal Procedure of 1963.
