SB1984 - Carpet Stewardship Act

• Creates a carpet stewardship program requiring carpet producers to finance statewide collection, processing, and recovery of old carpet through a nonprofit clearinghouse appointed by the Illinois Environmental Protection Agency within 60 days of enactment.

• Establishes a 25% carpet recovery rate goal by December 31, 2027, increasing to 50% by December 31, 2030, with collection sites required in counties with population density of 100+ per square mile by January 1, 2025, and 50+ per square mile by 2026.

• Requires producers to register with the clearinghouse by October 1, 2024, and pay $25,000 registration fees plus annual funding for program costs; prohibits adding separate point-of-sale fees or carpet price increases to consumers for stewardship program costs.

• Mandates installers in counties with 200,000+ people transport old carpet to approved collection sites beginning June 1, 2025, and requires collection sites to meet specified conditions including keeping carpet dry and containers free of noncarpet waste.

• Requires State agencies to purchase at least 35% carpet with 10% post-consumer recovered content by weight starting January 1, 2026, increasing 10% annually until reaching 75%; establishes $5,000 per day civil penalties for producer violations.
