Amends the School Code to require school boards to hold public votes at regular meetings before approving new contracts for district-administered assessments

District-administered assessment is defined as an assessment requiring all students at a grade level to answer the same or substantially similar questions in the same manner, excluding teacher-developed assessments and observational tools

School boards must substantially present the terms of assessment proposals and provide public comment opportunities at the public vote, subject to applicable notice requirements

If assessments are subject to copyright, trademark, or intellectual property protection, review processes must include safeguards to prevent public dissemination that violates publisher rights and maintains content validity

Act takes effect July 1, 2024
