• Increases the Illinois Workers' Compensation Commission Operations Fund Surcharge from 1.01% to 1.092% of direct written premiums for insurance carriers, effective 15 days after the bill's enactment and continuing through 2024 and beyond.

• Increases the self-insurer fee from 0.0075% to 0.0081% of annual actual wages paid in Illinois, effective July 1, 2024 and thereafter.

• Increases Rate Adjustment Fund contribution rates from 1.25% to 1.375% for compensation payments made after July 15, 2024.

• Enhances enforcement mechanisms for workers' compensation violations, including clearer procedures for judicial review of Commission penalty decisions and Attorney General authority to collect fines through circuit court judgment.

• Authorizes the Chairman of the Commission to transfer up to $2,000,000 annually from the Self-Insurers Security Fund to the Illinois Workers' Compensation Commission Operations Fund when needed, with required repayment by October 31 of the following fiscal year.
