IL SB2000

Amends the Liquor Control Act of 1934 to allow off-premises retail licensees and manufacturers/importers/distributors of alcoholic liquors to offer coupons to consumers under specified conditions.

Prohibits coupons that make alcohol free of charge, require retailer reimbursement to manufacturers, or identify specific retail licensees by name or brand.

Requires coupons to have expiration dates, include only discounts on products from the same manufacturer, and prohibit printed coupons on retail premises or on alcohol products.

Mandates that persons offering, funding, or redeeming coupons maintain complete records of reimbursements for at least 3 years and make them available to the State Commission upon request.

Requires advance notice of coupons at least 7 days prior to issuance on the licensee's website or social media, and conspicuously displayed on retail premises for off-premises retailers, including specific product details and coupon dates.
