IL SB2009

Creates a new Medication Aide Program under the Nurse Practice Act administered by the Department of Financial and Professional Regulation to license and regulate licensed medication aides.

Establishes licensure requirements including: age 18+, high school diploma, current CNA certification with 2,000 hours in past 3 years, CPR certification, completion of 60+ hours classroom instruction plus 10 hours simulation and 30 hours supervised clinical practicum, and passage of a certification examination.

Restricts medication aides to working only for qualified employers (assisted living, shared housing, or supportive living programs) under direct supervision of a registered nurse who must be on-duty and present at all times.

Prohibits medication aides from administering Schedule II controlled substances, subcutaneous/intramuscular/intradermal/intravenous medications, and prohibits assigning them direct-care duties while working as a medication aide.

Imposes civil penalties up to $10,000 for unlicensed practice and requires the Department to file administrative rules within 90 days of the bill's effective date; law takes effect immediately.
