IL SB2013

Adds Section 10.5 to the Illinois Affordable Housing Act establishing minimum quality standards for all housing financed under the Illinois Affordable Housing Program.

Requires cooling and dehumidification systems that operate independently from heating, with newly constructed housing requiring permanent air conditioning and all systems operating when heat index exceeds 80 degrees.

Mandates heating between 68°F (6 a.m.-10 p.m.) and 62°F (10 p.m.-6 a.m.) during October 1 through May 31, with no heat lapses longer than 24 hours and tenant complaints resolved within 24 hours.

Requires windows with safety mechanisms and regular inspection, plus maintenance standards including functional laundry machines in senior/disability housing, pest control, premises cleanliness, and manager response to repair requests within 1-2 days.

Requires property management companies to adhere to compliance checks and tenant reviews; act takes effect upon becoming law.
