IL SB2023

Modifies automatic voter registration requirements by removing the federal REAL ID Act standard and instead allowing dual-purpose applications when applicants present identification demonstrating U.S. citizenship and voting age eligibility, or when information indicates they are already registered to vote in Illinois.

Creates a new subsection for applicants presenting identification that neither confirms nor denies U.S. citizenship status, requiring a separate signature under penalty of perjury if they choose to register to vote.

Adds protections for domestic violence victims and other protected individuals by preventing voter registration applications from being transmitted to the State Board of Elections when applicants provide substitute mailing addresses designated by the Attorney General.

Establishes that non-citizen applicants who provide identification demonstrating they are not U.S. citizens cannot use dual-purpose applications for voter registration.

Requires all implementation changes to be completed no later than January 1, 2025, and makes the bill effective immediately.
