Establishes a state voucher program offering up to $40,000 per electric vehicle purchased or leased, including charging equipment costs, subject to appropriation and available federal funding.

Limits vouchers to electric vehicles registered in Illinois with applicants having primary Illinois residence; requires proof of purchase, lease, or binding contract within 18 months of preliminary approval.

Reduces voucher amounts by any federal commercial clean vehicle tax credits available under Internal Revenue Code Section 45W and prohibits total incentives from exceeding the price difference between the electric vehicle and a comparable internal combustion vehicle.

Requires recipients to retain title or use of the vehicle for a minimum of 36 consecutive months; prohibits resale or sublease for financial gain within that period and requires 36-month minimum lease terms.

Defines "electric vehicle" as vehicles exclusively powered by electricity that must be plugged in to charge, are licensed for public roadways, and are classified by EPA as medium-duty or heavy-duty vehicles.
