SB2049: Mechanical Insulation Energy Audit Act

• Environmental Protection Agency must conduct mechanical insulation energy audits of every public building in Illinois within 10 years of the Act's effective date.

• Each audit report must identify remediation measures to bring mechanical insulation systems into compliance with the International Energy Conservation Code and ensure building systems minimize energy loss while maintaining public health and safety.

• Audit reports are public records and must be posted on the Agency's website no later than 30 days after completion.

• Agency must deliver annual reports to the General Assembly by December 31, 2025 and each December 31 thereafter describing completed audits from the previous calendar year.

• Act repeals on December 31, 2034.
