Delays repeal of the Electrologist Licensing Act from January 1, 2024 to January 1, 2029.

Requires applicants and licensees to provide a valid physical address and email address to the Department of Financial and Professional Regulation, with changes to be reported within 14 days.

Mandates that all original license applications include the applicant's social security number or federal individual taxpayer identification number.

Permits written notices and subsequent proceeding notices to be served by regular mail to the address of record or electronically to the email address of record, rather than requiring certified or registered mail.

Changes service requirement in license refusal or renewal cases so the hearing officer's report is served by the Secretary rather than the Department.
