Moves repeal of the Veterinary Medicine and Surgery Practice Act of 2004 from January 1, 2024 to January 1, 2029, extending the sunset date by 5 years.

Adds telemedicine provisions allowing veterinarians to provide remote care when a veterinarian-client-patient relationship exists and a physical exam occurred within one year, or when diagnosis and treatment can be made without recent examination per professional standards.

Requires applicants and licensees to maintain current address and email address of record with the Department, with notification of changes required within 14 days.

Expands definition of "veterinary specialist" to include those certified by organizations equivalent to American Board of Veterinary Specialties standards and those meeting Board-established criteria, beyond just AVMA-recognized diplomates.

Clarifies that complementary, alternative, and integrative therapies (acupuncture, homeopathy, chiropractic techniques, etc.) constitute the practice of veterinary medicine requiring licensure.
