Reduces minimum age requirement at hire for Department of Natural Resources sworn law enforcement and arrest authority positions from 21 to 20 years old if applicant has completed an associate's degree or 60 college credit hours.

Removes the "after July 1, 2022" date restriction, making the hiring standards apply going forward to all new hires.

Prohibits individuals hired under the new 20-year-old pathway from exercising arrest powers or carrying firearms until they reach 21 years of age.

Maintains existing requirements that hires must pass swimming competency tests and complete Illinois Police Training Act certification plus Conservation Police Academy training (minimum 400 hours) within one year.

Allows veterans with honorable discharge and certain military service medals or 3+ years of active duty service to meet collegiate education requirements without formal college degree or credits.
