IL SB2100

Amends the Illinois Pension Code to modify the Board of Trustees structure for a municipal pension fund, establishing a 9-member transition board appointed by the Governor with Senate consent and a 9-member permanent board with elected and appointed members.

Transition board comprises 3 municipal representatives, 3 participant representatives (2 from a statewide police fraternal organization, 1 from a police benevolent association), 2 beneficiary representatives, and 1 Illinois Municipal League representative.

Permanent board consists of 3 mayors/municipal officers elected by participating municipalities, 3 participants elected by participants, 2 beneficiaries elected by beneficiaries, and 1 appointed representative recommended by the Illinois Municipal League.

Modifies trustee oath procedures to allow qualification before the fund's legal counsel instead of only the Secretary of State, and changes reimbursement standards to follow Article 1 of the Pension Code and board-adopted rules instead of Commission on Government Forecasting standards.

Establishes new vacancy-filling procedures requiring vacancies among elected trustees to be filled by board appointment from candidate lists recommended by trustees in the same category, with special elections held at the next regular election.
