• Establishes a Security of Remote Vote by Mail Task Force to study feasibility of implementing remote electronic ballot transmission and return systems while considering security concerns, with report due June 30, 2025 and dissolution July 1, 2026.

• Designates November 5, 2024 as a State holiday (2024 General Election Day) and requires schools to make closed buildings available as polling places.

• Expands voting access by allowing 16-year-olds to preregister to vote with applications held until they reach voting age, and allows 17-year-olds to circulate nominating petitions if they will be 18 by the next general election.

• Updates election procedures including establishing vote centers in all jurisdictions, enhancing vote-by-mail ballot tracking and rejection notification processes, and modifying various petition filing timelines related to the 2024 elections.
