• Requires written confirmation that birth parents received information about opportunities to register and exchange identifying information with adopted or surrendered persons (who must be 21 years or older).

• Expands exemptions from the Illinois Adoption Registry Application requirement for former youth in care ages 18-21 seeking contact with siblings, birth relatives, former foster parents, or former foster siblings, and for those over 21 seeking contact with former foster parents or foster siblings.

• Permits confidential intermediaries to access records of closed child welfare agencies housed in State Central Storage to request non-identifying information and medical history for adult adopted or surrendered persons, adoptive parents of minors under 21, or adoptive parents of deceased adopted or surrendered persons.
