SB2141 Summary

• Repeals provisions of the Recreational Trails of Illinois Act relating to off-highway vehicle trails public access stickers and Off-Highway Vehicle Usage Stamps.

• Removes registration fees and certificate of title requirements for all-terrain vehicles, off-highway motorcycles, and recreational off-highway vehicles.

• Authorizes counties, townships, and municipalities to independently regulate all-terrain vehicles, off-highway motorcycles, and recreational off-highway vehicles within their jurisdictions, except where specified in the Illinois Vehicle Code.

• Eliminates the $17 deposit per certificate of title for all-terrain vehicles and off-highway motorcycles that previously funded the Off-Highway Vehicle Trails Fund.

• Repeals Section 11-1427.1 of the Illinois Vehicle Code and makes conforming changes to remove references to repealed registration and fee provisions.
