Amends the Illinois Procurement Code Section 20-10 to add a new subsection (g-5) requiring agencies to provide written notice to bidders who fail to be awarded contracts after 4 consecutive bids for the same services to the Department of Transportation, Capital Development Board, or Illinois State Toll Highway Authority.

Requires the applicable agency to detail in writing the specific reasons why each of the 4 bids was not awarded and submit a certified copy to the bidder within the same calendar quarter in which the fourth bid was rejected.

Clarifies that the written explanation for non-competitive awards must be filed with the Legislative Audit Commission, Commission on Equity and Inclusion, and Procurement Policy Board within 14 calendar days after the award decision (corrects previous language that said "14 days").

Maintains existing competitive sealed bidding requirements including public notice in the Illinois Procurement Bulletin at least 14 calendar days before bid opening and public inspection of bid records after contract award.

Preserves provisions allowing reverse auction procedures and alternative bidding processes for the Illinois Power Agency when determined to be in the State's best interest.
