State Board of Education shall award competitive grants of up to $5,000 per school site to eligible school districts, regional superintendents, or approved entities for nonrecurring expenses to initiate school breakfast programs.

Grants may be used for equipment acquisition, staff training, outreach to publicize programs, minor alterations for new equipment, point-of-service computer systems, and vehicles for food transport.

Grant funds cannot be used for staff salaries and benefits, food, general computers, or capital outlay.

Preference given to applicants that submit a plan describing technical assistance, funding, nonrecurring expenses, and assembled public or private resources for breakfast program expansion.

Grant recipients must agree to operate the breakfast program for at least 3 school years and maintain existing state and local funding levels for the program.
