Requires school districts to include teacher race or ethnicity information (if provided by the teacher) on honorable dismissal sequence lists distributed to exclusive bargaining representatives.

Applies to dismissal notices issued during the 2011-2012 school term or later, modifying the existing four-grouping system for determining teacher dismissal order based on performance evaluations and length of service.

Maintains existing dismissal procedures including 45-day notice requirements, performance evaluation rating categories, and recall rights for dismissed teachers within one to two calendar years depending on dismissal volume.

Establishes joint committee review processes to address potential age discrimination trends in performance evaluations, allowing committees to request analysis of whether teachers with greater seniority received lower ratings than previously.

Takes effect January 1, 2024.
