Directs the Board of Higher Education to award annual competitive grants to Illinois colleges and universities to fund field placements for social workers, with priority given to applicants who are racial minorities.

Requires participating colleges and universities to submit annual reports to the Board of Higher Education detailing the number of students funded and their racial backgrounds, with reports posted on the State Board's website by October 31st.
