Requires counties to adopt fee schedules by ordinance or resolution with 2-4 weeks public notice before implementation, and allows county boards to increase fees only if existing fees insufficient to cover service costs.

Modernizes recorder office operations by authorizing use of computer databases, digital scanning, and electronic storage systems in place of traditional bound books for recording instruments and maintaining indices.

Expands the fraud referral and review process allowing recorders to identify and refer potentially fraudulent documents to administrative law judges for determination, with liability protections for recorders acting in good faith.
