Creates the Early Childhood Education and Care Transportation Fund as a special fund in the State Treasury for distributing grants to nonprofit early childhood education organizations.

Directs the State Board of Education to distribute grants to Section 501(c)(3) nonprofit organizations providing early childhood education and care services to fund transportation assistance for families unable to afford it.

Requires the State Board of Education to develop an annual application process where organizations must detail the number of families and children served, funding needed per child, and how funds will be used for transportation.

Limits grant fund usage to transportation for families with incomes at or below 185% of the federal poverty level.

Requires recipient organizations to report annually on transportation funds spent and return any unused funds to the Early Childhood Education and Care Transportation Fund.
